A proposal is being considered by Racing NSW that will vastly change the relationship between owners and trainers.

The owners and trainers some years ago settled on a proposed Owners and Trainers Agreement which lacked only an effective dispute resolution mechanism. Assistance and/or funding for that purpose was sought from Racing NSW through the Racing Industry Consultation Group (RICG), but that funding was denied and hence implementation of the Agreement has stalled.

The Agreement was straight forward and easily understood. It could be amended to suit the particular requirements of individual owners and trainers. Both the Owners & Trainers Associations concur that putting such an Agreement in place is fundamental and will assist the ongoing harmonious relationship between owners and trainers.

The proposal under consideration goes far beyond this. I believe that if it is implemented, the cost of racing to owners will increase significantly. Owning and racing a horse will become a far more expensive and complex procedure than it already is.

I am concerned also that the proposal will impact adversely on country and provincial racing by discouraging the participation of new and existing owners.
Your Association is making strong representations on your behalf to protect the industry that relies on your participation for its very survival.

The 2013 NSW Country and Provincial Racing Awards were held at the Four Seasons Hotel, Sydney on 4 October 2013 with a large audience in attendance.

The awards give recognition to individuals and clubs who have gone above and beyond in their efforts to improve and develop NSW Country and Provincial Racing.

Our congratulations to NSWROA member Alister Fraser who was honoured on the night and indeed, to all award winners, finalists and nominees for their fantastic efforts during the 2012-2013 season.

Alister Fraser is one of the very proud owners of Ortensia who was awarded the Country Horse of the Year Award. Members will recall that Ortensia was also honoured with the NSW Champion Country Horse of the Year Award at our flagship event, Racing's Night of Champions, in August.

The 2013 Australian Racehorse of the Year Awards took place on 3 October 2013 in Melbourne. The incredible Black Caviar took top honours on the night for the third year in succession. Black Caviar joins the brilliant Sunline (NZ) as a three time winner of the title. Sunline was successful in 1999-2000, 2000-01 & 2001-02.

These awards are voted on by members of Australia's racing media, along with senior administrators from the principal racing authorities and metropolitan racing clubs nationwide.

As members are aware, the Australian Turf Club (ATC) kindly provided the opportunity for NSWROA members and interested parties to tour the new facilities at Royal Randwick.

The Association arranged two tours which were conducted on 1 and 2 October 2013 with Daniel Lacey from the ATC providing the commentary.

The tours included the new Theatre of The Horse, back of house kitchen areas, all levels of the new grandstand (which covered a variety of services and hospitality now available to members and guests), as well as the new jockeys' and stewards' rooms and the Owners Pavilion.

Refreshments were also provided by the ATC at the conclusion of the tour.

On behalf of the Association and all tour attendees, a big thank you to the ATC and in particular Daniel Lacey for conducting the tours for us.

Join the Thoroughbred Rehabilitation Trust at Canterbury Racecourse as we host an Open Day on Saturday 26th October.

Thoroughbred Retraining Manager Scott Brodie will be showcasing the benefits of the retraining program, and putting some lucky Thoroughbreds through their paces in their first steps towards a new equine career.

The Australian Racing Board (ARB) has ratified the recommendation of the Australian Pattern Committee (AusPC) to upgrade 3 races to Group 2, 14 races to Group 3 and 5 races to Listed level. In assessing these upgrades the AusPC was diligent in ensuring that the upgrades met the Asian Pattern Committee's Ground Rules as well as the AusPC's more stringent criteria. New Australian Rule of Racing to be introduced
The Australian Racing Board (ARB) have announced that a new Australian Rule of Racing to empower stewards to stand down a licensed person following the laying of a charge for a breach of the Rules of Racing or for an indictable criminal offence is to be introduced. The new rule applies where a person has been charged and where the Stewards consider that the person's continued participation in racing might pose an unacceptable risk to or prejudice the image, interests or integrity of racing.

The new Australian Rule of Racing 8(z) will commence from 1 October, 2013.

Racing NSW extended its nomination deadline for the hugely successful Breeders Owners Bonus Scheme (BOBS) to include the Ready 2 Race Inglis sale at Newmarket and Magic Millions Spring Thoroughbred Sale.

Prospective owners had the chance to nominate any BOBS eligible horse purchased at the Ready 2 Race sale for BOBS and BOBS Extra without paying the late fee, despite nominations for BOBS closing on September 1.

The extension was announced and included at the Magic Millions Spring Thoroughbred Sale on September 26 and has proved to be a successful incentive given the popularity that ready to run sales now receive.

As the trend of international buyers attending ready to run sales in Australasia increases so too has the popularity of the sales amongst the domestic market.

"The quick turnaround of the horses from the sale-yard to the racetrack means that purchasers can cut out a year of pre-training which saves time and money," said Racing NSW Chief Executive Peter V'landys.

"It was therefore a natural progression to offer BOBS to those owners who might otherwise be disadvantaged for buying a horse at a sale outside of the BOBS closing deadline."

Now in its 11th year, BOBS and BOBS Extra are immensely popular, paying out 1227 bonuses for 2012-13; totalling $9 million and $67 million since its inception.

The new deadline for Owners that purchased a BOBS eligible horse at the Magic Millions Spring Thoroughbred or the Inglis Ready 2 Race sale is now Friday October 11.
